Configure installer.ini

Copy EnactorPDC-x.x.x-example.ini -> installer.ini. The installer generates enactor.xml from this file.

The installer.ini values are critical -- incorrect values will prevent the PDC from starting or connecting to TMS. Double-check the PDC_ID matches the Payment Device Host ID configured in TMS.
